Indirect Tax Manager – EMEA VAT

About the role

eBay is seeking an Indirect Tax Manager to lead VAT strategy, compliance and technology enablement across Europe, the Middle East and Africa. The role sits within the Global Indirect Tax team in Dublin and works closely with Product, Engineering, Finance and Legal to embed VAT requirements into the marketplace platform.

Key responsibilities

• Enable VAT compliance across EMEA by overseeing multi‑jurisdictional requirements such as EU VAT Directive, UK VAT, OSS/IOSS and deemed supplier rules.
• Partner with Product and Engineering to improve tax determination, reporting and data integrity, enhancing scalability of VAT processes.
• Translate complex VAT regulations into system logic and business requirements for platform and tax‑engine enhancements.
• Lead VAT compliance activities, including filings, coordination with shared services and advisors, and continuous process improvements.
• Manage VAT audits and interactions with tax authorities, developing strategies for timely resolution.
• Monitor legislative changes and implement updates across systems and business processes.
• Provide clear VAT guidance and training to cross‑functional teams.

Required profile

• Proven experience managing VAT across EMEA with strong knowledge of EU and UK VAT rules.
• Ability to apply VAT expertise within technology environments, including tax engines and ERP systems.
• Experience translating regulatory requirements into operational processes or system solutions.
• Strong collaboration skills working with Product, Engineering, Finance and Legal.
• Demonstrated experience managing VAT audits and engaging with tax authorities.
• Analytical and research skills to assess regulatory impact.
