Procurement Manager

About the role

The client is a leading international engineering consultancy delivering major rail and infrastructure programmes across Ireland. As Procurement Manager you will own the end‑to‑end procurement process for high‑value public sector projects, ensuring compliance, commercial effectiveness and timely delivery.

Key responsibilities

• Develop and implement procurement strategies aligned with project objectives.
• Manage the full ITN/ITT and tender lifecycle, from preparation to award.
• Lead market engagement, supplier consultations and pre‑tender activities.
• Support tender evaluations, governance processes and award recommendations.
• Collaborate closely with engineering, legal, PMO and commercial teams.
• Identify and mitigate procurement risks while ensuring audit compliance.
• Build and maintain strong relationships with suppliers and clients in the rail sector.
• Drive continuous improvement of procurement procedures.

Required profile

• Proven experience managing complex public‑sector or regulated procurements.
• Strong knowledge of Irish and EU public procurement regulations.
• Familiarity with NEC contracts and related procurement models.
• Excellent stakeholder management and communication abilities.
• Background in infrastructure, engineering or rail projects.
• Degree in Procurement, Engineering, Quantity Surveying, Law or a related field.
• Membership of, or progress towards, CIPS or RICS is desirable.
