Head of Human Resources & Organisational Development

About the role

The Health Research Board is seeking a senior leader to head its Human Resources and Organisational Development function. Reporting to the Director of Corporate Operations, this role will shape people strategy for a high‑performing public service organisation.

Key responsibilities

• Design and deliver integrated HR and OD strategies covering workforce planning, capability building, organisational design and cultural development.
• Lead talent and leadership development programmes aligned with the Better Public Services – Public Service Transformation 2030 agenda.
• Oversee employee engagement, wellbeing, equity, diversity and inclusion initiatives.
• Provide line management for the Facilities function.
• Ensure evidence‑informed people practices are embedded across the organisation.

Required profile

• Proven senior‑level experience in strategic HR and organisational development within a complex organisation.
• Demonstrated success in talent and leadership development, workforce planning and change management.
• Strong interpersonal and stakeholder‑management skills.
• Deep understanding of equity, diversity, inclusion and wellbeing practices.
