Humanitarian Policy & Advocacy Advisor

About the role

Trócaire is seeking a Humanitarian Policy and Advocacy Advisor to champion a more equitable humanitarian system. Based in Maynooth, you will work on localisation, quality financing, and the protection of women and girls in emergencies, influencing policy at the UN, EU and Irish levels.

Key responsibilities

• Develop and implement a humanitarian advocacy strategy aligned with Trócaire’s best‑practice approach, including gender analysis.
• Ensure advocacy is informed by country programme experience and supports partnership and localisation goals.
• Engage consistently with duty‑bearers at the UN, EU and Irish political institutions.
• Advocate for quality financing for development and for the protection of women and girls in emergencies.
• Promote accountability mechanisms and the protection of international humanitarian law in fragile contexts.
• Analyse issues, devise policy solutions and work within civil‑society networks for effective change.

Required profile

• Proven experience developing and implementing humanitarian advocacy strategies.
• Strong gender analysis capability and commitment to women’s and girls’ protection.
• Ability to engage with UN, EU and Irish policymakers and media.
• Experience working with civil‑society networks and partner agencies in humanitarian contexts.
• Knowledge of international humanitarian law and localisation principles.
