Humanitarian Policy and Advocacy Advisor

About the role

Trócaire is seeking a Humanitarian Policy and Advocacy Advisor to shape and drive advocacy efforts that promote a more equitable humanitarian system. Based in Maynooth, you will work closely with the Head of Policy and Advocacy and the humanitarian team to influence policy at the UN, EU and Irish levels.

Key responsibilities

• Develop and implement a humanitarian advocacy strategy aligned with Trócaire’s best‑practice approach, including gender analysis.
• Engage duty‑bearers at the UN, EU institutions and Irish political system to advance localisation, quality financing and protection of women and girls.
• Produce high‑quality policy and advocacy materials such as position papers, briefing notes, research reports and advocacy briefs.
• Analyse humanitarian contexts, devise policy solutions and work within civil‑society networks for effective change.
• Collaborate with programme teams to ensure advocacy is informed by field experience and supports partnership and localisation goals.

Required profile

• Proven experience in humanitarian advocacy, policy development or related fields.
• Strong understanding of localisation, humanitarian financing and protection of women and girls in emergencies.
• Ability to analyse complex issues, develop strategic recommendations and communicate them clearly.
• Experience engaging with UN agencies, EU bodies and national decision‑makers.
