Procurement Executive

About the role

The Central Bank of Ireland is seeking a Procurement Executive to manage low to medium value and complexity procurements. You will work within the PROC Division, supporting business partners to achieve best value for money while ensuring compliance and a high‑quality customer experience.

Key responsibilities

• Execute end‑to‑end procurement processes for low to medium complexity tenders, including spot buys.
• Draft procurement documentation and drive cost optimisation throughout each tender.
• Define procurement strategy and approach, securing stakeholder input as needed.
• Ensure all activities comply with the Central Bank’s Corporate Procurement Policy and risk‑management framework.
• Provide procurement guidance, data, and advice to internal divisions and the Eurosystem Procurement Coordination Office (EPCO).
• Maintain clear communication with EPCO and act as the internal point of contact for day‑to‑day queries.

Required profile

• Diploma in Business, Sourcing, Law or related field (minimum).
• Professional certification in Public Procurement Law (essential).
• CIPS/IIPMM/CPM qualification or equivalent experience.
• Practising professional membership (e.g., QFA, LCOI).
• Demonstrated sourcing experience in the public sector.

Required skills

• Proficiency with eTenders platform.
• Advanced use of Microsoft PowerPoint, Excel and Word.
• Lean Six Sigma experience, particularly for IT‑related projects.
