Director of People and Culture

About the role

The Director of People and Culture will lead the HR strategy for the National Ambulance Service, shaping a supportive and high‑performing workforce across Dublin, Cork and regional sites. This senior position reports to the National Director of National Services and Schemes.

Key responsibilities

• Develop and implement people‑and‑culture policies aligned with HSE’s blended working model.
• Oversee recruitment, talent development, employee relations and organisational culture initiatives.
• Partner with senior leadership to drive workforce planning and succession strategies.
• Ensure compliance with national employment legislation and HSE governance standards.
• Represent the service in meetings across Dublin, Cork and other regions as required.

Required profile

• Extensive experience in senior HR leadership within public or large‑scale organisations.
• Proven ability to influence and drive cultural change.
• Strong understanding of Irish employment law and public sector HR frameworks.
• Excellent communication and stakeholder management skills.
