Director of Services – Senior Leadership Role

About the role

The Director of Services reports directly to the Chief Executive and is a key member of the Senior Management Team at Westmeath County Council. This senior leadership position is responsible for shaping and delivering programmes that drive the county’s physical, social, cultural and economic development.

Key responsibilities

• Provide strategic leadership and management for assigned directorates and functional areas.
• Develop and support policy work for elected members and committees, including Strategic Policy Committees, Corporate Policy Group, Local Community Development Committee and Local Community Safety Partnership.
• Manage significant budgets and multidisciplinary teams to ensure efficient, customer‑focused services.
• Build and maintain strong relationships with government departments, state agencies, businesses and community groups.
• Drive organisational change, service delivery innovation and continuous improvement in line with the Corporate Plan and national priorities.
• Oversee large multidisciplinary teams and both capital and operational budgets, implementing change programmes such as Local Government Reform.

Required profile

• Extensive senior management experience in public sector or local government.
• Proven ability to lead large, multidisciplinary teams and manage substantial budgets.
• Experience in policy development, stakeholder engagement and strategic planning.
• Strong understanding of local government reform and service delivery innovation.
