People & Culture Director

About the role

We are looking for an experienced, commercially‑focused senior HR professional to lead the people strategy for one of Ireland’s most high‑profile public transport operations. This senior leadership position will shape workforce strategy, culture and employee engagement across a large, customer‑facing organisation while supporting wider international transport projects.

Key responsibilities

• Review organisational structure, workforce landscape and operational practices against best‑practice standards.
• Develop and implement People & Culture strategies aligned with operational, contractual, commercial and customer‑service objectives.
• Partner with senior operational leaders to drive performance, culture, engagement and service delivery.
• Lead diversity, equity and inclusion initiatives to foster an inclusive workplace.
• Build constructive relationships with employees, managers, trade unions and employee representatives.
• Provide strategic employee‑relations advice on legislative, contractual and organisational obligations.
• Oversee grievance and disciplinary processes ensuring fairness and compliance.
• Design and implement strategic recruitment, selection and workforce planning programmes to support mobilisation, growth and succession planning.
• Manage interview frameworks, assessment methodologies, onboarding strategies and pre‑employment medicals.

Required profile

• Senior HR leader with experience in highly regulated, safety‑critical, unionised or employee‑represented environments.
• Background in infrastructure, engineering, utilities, aviation, rail, logistics, facilities management, healthcare or manufacturing sectors.
• Proven ability to drive organisational transformation, culture change and employee engagement.
• Commercially focused with a track record of supporting mobilisation, transition and operational excellence initiatives.
