Assistant Director, Investigations

About the role

The Gambling Regulation Authority Ireland (GRAI) is establishing an Investigations Unit and seeks an Assistant Director to lead it. Reporting to the Director of Enforcement, Legal & AML, you will direct complex investigations into breaches of gambling legislation, covering civil, administrative, and criminal matters.

Key responsibilities

• Build the Investigations Unit from the ground up, defining structure, staffing, and operational protocols.
• Lead and manage investigations from initiation through enforcement outcomes.
• Develop and maintain investigation procedures that meet statutory, constitutional, and evidential standards.
• Oversee preparation of investigation files for administrative or criminal proceedings, ensuring proper evidence handling.
• Define business requirements for investigative ICT systems, including evidence management and case tracking.
• Recruit, develop, and mentor a high‑performing investigative team.
• Maintain relationships with An Garda Síochána, the DPP, and international regulators; act as a witness when required.
• Coordinate investigative activity with Intelligence, Market Surveillance, and Compliance functions.

Required profile

• Third‑level degree (minimum Level 8 NFQ) in Law, Policing, Regulatory Compliance or a related field.
• At least 5 years of experience leading complex criminal or regulatory investigations, with a minimum of 3 years in a managerial role.
• Significant experience in a regulatory or law‑enforcement environment, including use of statutory inspection, investigation and enforcement powers.
• Proven ability to prepare case files for administrative sanctions or criminal proceedings.
