Director of Construction – $5.1B Capital Program

About the role

The Maryland Transportation Authority seeks a senior leader to direct its Construction Program, overseeing a $5.1 billion capital portfolio within a six‑year transportation plan. This executive position reports directly to the Chief Engineer and provides strategic oversight for major bridge, tunnel, and highway projects across Maryland.

Key responsibilities

• Lead a workforce of 150‑200 employees and consultants, handling hiring, performance management, and professional development.
• Manage architectural/engineering service contracts valued at approximately $327 M.
• Develop and control the Division’s capital and operating budgets, including forecasting, cash‑flow, and budget adjustments.
• Oversee planning, procurement, and execution of complex infrastructure projects such as the Francis Scott Key Bridge rebuild, Bay Bridge improvements, and I‑95 Express Toll Lanes.
• Coordinate with regulatory agencies (MDE, U.S. Army Corps of Engineers) to ensure environmental and safety compliance.
• Direct contract administration, resolving cost and schedule issues.

Required profile

• Proven executive leadership experience in large‑scale construction or infrastructure programs.
• Experience managing multidisciplinary teams of engineers, construction managers, and consultants.
• Strong background in budget development and financial oversight for multi‑billion‑dollar projects.
• Familiarity with federal and state regulations governing transportation construction.
