Senior Learning & Development Specialist

About the role

Respond, one of Ireland’s largest housing associations, is seeking a Senior Learning & Development Specialist to shape and embed a learning culture across the organisation. Working closely with the Director of People & Culture, you will translate strategic priorities into practical L&D programmes that empower staff to deliver high‑quality housing and community services.

Key responsibilities

• Develop and oversee an annual L&D plan aligned with organisational objectives, workforce planning and regulatory requirements.
• Conduct learning needs analyses across departments to identify capability gaps and set development priorities.
• Establish competency frameworks linked to role profiles and organisational values.
• Support succession planning, talent development and organisational change initiatives through targeted learning programmes.
• Identify, procure and manage external training providers, ensuring quality delivery and value for money.

Required profile

• Proven experience in designing and delivering learning and development programmes in a complex, values‑driven environment.
• Strong ability to partner with senior leaders and translate strategic goals into actionable learning solutions.
• Excellent communication and stakeholder‑management skills, with a collaborative mindset.
