Head of Pre-Construction

About the role

Primark is seeking an experienced Head of Pre-Construction to shape the strategy, governance and planning of its global store estate. You will define a consistent pre‑construction approach for new stores, refurbishments and major capital projects, ensuring commercial viability and risk‑controlled delivery.

Key responsibilities

• Lead pre‑construction activities across new stores, refurbishments and major capital projects, setting them up for successful delivery.
• Develop tender submissions and delivery strategies aligned with commercial objectives, programme requirements and risk considerations.
• Oversee estimating, cost planning and benchmarking to ensure cost certainty and value throughout the project lifecycle.
• Coordinate design during pre‑construction, guaranteeing buildable proposals that meet operational and commercial needs.
• Provide strategic guidance on feasibility, programme planning and delivery approaches to support investment decisions.
• Build and maintain relationships with landlords, consultants and professional partners.
• Identify and manage commercial, design and delivery risks, implementing robust governance from early stages.
• Lead the ongoing development of the GURU platform as the single source of truth for project planning and reporting.

Required profile

• Proven senior leadership experience in pre‑construction, property or construction environments.
• Strong ability to define and embed consistent processes across a global portfolio.
• Demonstrated experience influencing investment decisions and managing multi‑disciplinary teams.
• Excellent stakeholder management skills with internal and external partners.
