Learning & Development Manager

About the role

The Learning & Development Manager reports to the Group Director of Human Resources and leads the strategic design, delivery and governance of all training and professional development programmes across Orchard Care Group. The role ensures compliance with Irish regulatory bodies such as HIQA and TUSLA, while fostering a culture of continuous learning and career progression for staff.

Key responsibilities

• Maintain a centralised compliance matrix covering mandatory certifications, health & safety, and industry standards.
• Develop and oversee induction, onboarding and core training programmes to meet HSE, HIQA, TUSLA and Irish employment legislation.
• Monitor training records, audit readiness and compliance performance, identifying and mitigating risks.
• Design structured learning pathways and career progression frameworks for employee development.
• Lead the internal training team, coordinate with key departments and manage external training providers.
• Ensure all learning content reflects current legislation, best practice and the organisation’s values.

Required profile

• Level 7 (or higher) qualification in Healthcare Management, Human Resources, Training & Development, Social Care or a related discipline.
• Minimum 2 years of management experience in a comparable role.
• Proven experience developing and maintaining compliance systems and training matrices.
• Strong knowledge of Irish healthcare legislation and relevant regulatory standards.
