Learning & Development Manager

About the role

The Learning & Development Manager reports to the Director of Human Resources and is responsible for shaping the employee learning experience across the Land Development Agency. This role leads the L&D strategy, drives capability‑building initiatives, and partners with leaders to embed a culture of continuous learning.

Key responsibilities

• Design, develop and implement the annual Learning & Development Strategy aligned with business objectives.
• Lead the annual Training Needs Analysis, collaborating with managers to identify learning priorities.
• Create and deliver internal development programmes that enhance employee growth and leadership capability.
• Manage the L&D budget, ensuring effective planning and monitoring of expenditures.
• Oversee the Learning Management System and develop a structured e‑learning offering.
• Coordinate the full employee onboarding experience for new hires.
• Deliver the annual performance management cycle, including training, mid‑year and year‑end reviews.
• Support Equality, Diversity and Inclusion initiatives in line with the agency’s strategy.
• Provide guidance and coaching to the Learning & Development Coordinator.

Required profile

• Proven experience designing and delivering learning and development strategies.
• Strong ability to conduct training needs analyses and identify capability gaps.
• Experience managing L&D budgets and overseeing LMS platforms.
• Demonstrated skill in leading onboarding and performance management processes.
• Commitment to supporting Equality, Diversity and Inclusion initiatives.
