About the role
Lilly is building a next‑generation biotech drug substance manufacturing facility in Limerick, Ireland. The Permit Authoriser will provide safety leadership for the site’s Permit‑to‑Work program, ensuring that all work is carried out safely and in compliance with HSE standards.
Key responsibilities
- Draft, review and authorise a wide range of permits, including General Permit to Work, Risk Assessment, Line Break, Lock‑Out, High/Low Energy Hot Work, Red Tag, Confined Space Entry, Excavation, Critical Lifts, Live Electrical Work and Special Conditions.
- Verify that personnel are competent, have appropriate access permissions, and are fully briefed on hazards, controls and quality requirements.
- Ensure work areas are safe, environmental impact is minimised and business continuity is maintained.
- Review and approve Equipment Specific Instructions (ESIs), risk assessments, method statements and equipment certifications.
- Confirm that all contract companies are qualified on the SafePermit Portal before work commences.
- Support emergency response activities, scheduled and corrective maintenance, and small construction projects.
- Participate in HSE committees, site audits and incident investigations.
Required profile
- Strong safety leadership and HSE knowledge in a manufacturing environment.
- Ability to work shift patterns as required by business needs.
- Excellent communication skills to convey scope, hazards and controls to all stakeholders.
- Experience reviewing permits, risk assessments and equipment documentation.
- Willingness to support emergency response and HSE committee work.
