Senior Manager, Government Relations (Europe)

About the role

D‑Wave is seeking a Senior Manager, Government Relations for Europe to shape and execute its public‑policy agenda across the EU and the United Kingdom. The role combines strategic advisory duties with hands‑on advocacy, supporting the company’s mission to accelerate the adoption of quantum computing.

Key responsibilities

• Develop and implement government‑relations strategies aligned with D‑Wave’s business objectives.
• Advocate for policies that promote quantum computing research, funding, and technology innovation at the European Union, individual member states, and the UK.
• Support trade‑policy positions that reflect D‑Wave’s commercial interests.
• Build and maintain trusted relationships with policymakers, regulators, industry associations, NGOs, think‑tanks, and advocacy partners.
• Monitor legislative and regulatory developments, providing senior leadership with risk and opportunity analyses.
• Collaborate with internal teams such as Legal, Business Development, and Public Affairs to ensure policy positions are integrated with business priorities.

Required profile

• Proven experience in government relations, public affairs, or policy advocacy at a senior level, preferably within the technology sector.
• Deep understanding of EU institutions, UK policy processes, and relevant trade frameworks.
• Strong analytical skills and the ability to translate complex policy issues into actionable business recommendations.
• Excellent communication and stakeholder‑engagement abilities.
• Willingness to travel within Europe while primarily working remotely.
