Director of Digital Infrastructure & Market Regulation

About the role

The Director of Digital Infrastructure & Market Regulation is a senior executive position responsible for overseeing Ireland’s radio spectrum, national numbering resources, network resilience and market surveillance. The role represents the State at EU and international forums and drives strategic policy in the digital communications sector.

Key responsibilities

• Shape and deliver organisational strategy for digital infrastructure and market regulation.
• Lead a multidisciplinary team of engineers, policy specialists, economists and lawyers.
• Oversee allocation, assignment and licensing of radio spectrum for mobile, satellite, broadcasting and emerging technologies.
• Direct management of the National Numbering Scheme, ensuring sustainability and fair access.
• Build and maintain high‑level stakeholder relationships with national, EU and international bodies.
• Represent Ireland at forums such as CEPT, RSPG, BEREC and ITU and influence European regulatory policy.
• Manage heads of functions, delegate responsibilities and approve forecasted budgets.

Required profile

• 5‑7 years of senior leadership experience in telecommunications, regulation, engineering or digital infrastructure policy.
• Strong understanding of EU regulatory frameworks.
• Proven ability to translate strategy into execution and influence complex stakeholder environments.
• Excellent organisational and strategic leadership capabilities.
• Desirable: experience in a regulatory environment, Master’s degree in a relevant field, and prior work with public sector or government bodies in Ireland or the EU.
