Procurement Specialist

About the role

The Procurement Specialist joins Bus Éireann’s Procurement team to lead sourcing, tendering and contract management for goods and services. The role ensures transparent, fair and value‑for‑money procurement in line with EU directives and public‑sector regulations.

Key responsibilities

• Manage end‑to‑end procurement processes, ensuring compliance with EU directives and internal policies.
• Plan and execute tendering activities across various procedures, maintaining transparency and fairness.
• Prepare, evaluate and defend tender documentation to support robust decision‑making.
• Conduct strategic sourcing, RFQs, mini‑competitions and lead supplier negotiations.
• Award contracts, maintain accurate records and develop contract management plans.
• Monitor supplier performance, resolve issues and nurture stakeholder relationships.
• Track spend, analyse variances and develop KPIs for cost control.
• Conduct regular contract reviews to ensure compliance and value.
• Support SOP development, process efficiencies and automation initiatives.
• Liaise with government departments and internal teams to align with public spending requirements.

Required profile

• Qualification in Public Procurement (Level 6 or equivalent).
• Minimum 3 years experience in a public procurement environment.
• Strong knowledge of EU procurement directives and public‑sector requirements.
• Excellent communication, commercial awareness and organisational skills.

Required skills

• SAP or similar ERP procurement system.
• Microsoft Excel.
• Microsoft Word.
