Procurement Specialist – Public Procurement

About the role

The Procurement Specialist will lead the public procurement function for a major Irish utility, overseeing tender processes across all categories and driving efficiency improvements. You will work closely with internal stakeholders to identify cost‑saving opportunities and ensure the procurement function operates at the highest industry standards.

Key responsibilities

• Plan, regulate and monitor the tender process for all categories.
• Make strategic procurement decisions and manage internal client relationships.
• Lead vendor selection, market analysis and supplier negotiations.
• Identify and implement operational efficiencies across the supply chain.
• Manage supply‑chain risk, sustainability initiatives and framework agreements.

Required profile

• Minimum 5 years of procurement experience, with proven public procurement expertise.
• Experience in construction programmes and continuous‑improvement environments is advantageous.
• Strategic thinker with experience in planning and team leadership.
• Ability to build strong relationships with internal and external stakeholders.
• Experience in the utilities sector is a plus.
