Procurement Specialist – Public Procurement (Dublin)

About the role

We are looking for an experienced Procurement Specialist to manage public procurement activities for a leading government organisation in Dublin. The role involves overseeing the full procurement lifecycle, ensuring compliance with Irish and EU regulations, and delivering value‑for‑money outcomes.

Key responsibilities

• Manage the end‑to‑end public procurement process, from pre‑market engagement to contract award and supplier onboarding.
• Draft, review and issue tender documentation such as RFTs, RFQs, ITTs and framework competitions.
• Ensure all procurement actions comply with Irish public procurement guidelines and EU directives.
• Support evaluation processes, including scoring, moderation sessions and supplier clarifications.
• Provide procurement advice to internal stakeholders and project teams.
• Maintain procurement timelines, records, audit trails and reporting documentation.
• Conduct market and supplier analysis to inform sourcing strategies and value‑for‑money initiatives.
• Assist with contract negotiations and post‑award supplier management.
• Monitor changes in procurement legislation and best practices across the public sector.

Required profile

• Minimum 3 years of experience in public procurement, tender management or commercial operations.
• Strong knowledge of Irish and EU public procurement regulations.
• Proven ability to manage complex tender processes and framework competitions.
• Excellent stakeholder engagement and communication skills.
• Detail‑oriented with strong analytical and problem‑solving abilities.

Required skills

• Experience with procurement platforms such as eTenders or SupplyGov.
• Proficiency in Microsoft Office Suite – Excel, Word and PowerPoint.
