Senior Manager, Government Relations – Europe

About the role

The Senior Manager, Government Relations (Europe) will lead D‑Wave’s engagement with European governments, shaping policies that foster quantum computing, innovation and workforce development. This remote position requires regular travel across the region and close collaboration with internal teams.

Key responsibilities

• Develop and execute public‑policy and government‑relations strategies aligned with D‑Wave’s business goals, in partnership with the global Government Relations team.
• Advocate for EU‑wide and national policies that support quantum computing research funding, technology innovation and trade.
• Build and maintain trusted relationships with policymakers, regulators, industry groups, NGOs, think‑tanks and advocacy partners.
• Monitor legislative and regulatory developments, providing senior leadership with risk and opportunity analyses.
• Collaborate with internal functions such as Legal, Business Development and Marketing to ensure policy positions reinforce business priorities.

Required profile

• Senior‑level experience in government relations, public affairs or policy advocacy, preferably within technology or innovation sectors.
• Deep understanding of EU institutions, member‑state processes and the UK policy environment.
• Proven ability to influence policy, communicate complex technical topics to non‑technical audiences and travel regularly across Europe.
